Trade Out Of Whack by Steve Stein - Policy Review, No. 128 says:

But the broadest area of agreement in the trade deficit debate is that Americans’ rate of savings must improve, so that seems a logical starting point for policy proposals, especially since, through tax reform, it is possible to promote savings and competitiveness at the same time.
